Level 2 , Granger pass in world 1 has both . Soon available to the public .

the stores dont have the same things in it, some might have green and blue like Cougars Canyon, others can have red and yellow or something.

Every town gets random items. if you didn't get it when you upgraded to 2 your not going to get it at all.

Public is two levels above the real store level of the item needed so outsiders will be able to see it too.
