What is the best outfit for a builder at level 28?

Also I would like to know which items I should buy at higher levels?

BTW best clothes are Lincons Top hat, red shawl, red cotton jacket, pilgrim shoes(lvl 39 requirement), wrench. Use brown ragged shoes until you can buy pilgrim shoes.
