The answer to the fast pace of building? Durability points could be applied to buildings, and they do naturally rust (not so much with wood), corrode, and need maintenance. A new job could be to repair buildings, needing a certain labor points and amount of money just as building, on a much smaller scale. The amount of money needed could vary with the level of the building, so that high leveled buildings would cost a lot to maintain.
If the building is not properly maintained and the "durability" happens to reach a breaking point, the building could delevel, or even completely be destroyed. With the addition of shootouts, it could also come into play.
It would be a system that remains plausible as long as people do not build over what they need, so that a town of level 20's are not able to reasonably sustain building levels that players in the 50's-60's would need.
