I say there should be less towns and more people. So it would be harder for people to join a town. And easier to hire new people. Sorry recruit.

Yes and someone will take over the ghost town. Will they not ?

They should tier town resident buildings, so that the rank 1 would let you invite 10 people instead of 5 and then rank 2 let you invite 9 people and so on. They could keep the 50 person limit and still do tiering.
Then you'd get more people in fewer towns right off the bat and not have so many 600 point towns.
^^^Tiering won't effect the towns that do shuffling and will definitely help out all of the non-premade towns.
As it is not too much money gets wasted by small towns with people doing building who aren't really builders ... and the only towns that benefit from that are the top towns who start second and third towns and get nice point ghost towns for free.
