I am 100% positive that this hat does nothing, and it is only to be used as a collectible.
But for the heck of it, maybe, just maybe: If Santa = presents, and presents = items, then Santa's hat = luck boost for finding items during jobs.
I believe you're thinking about a stocking/milk & cookies/etc.
