i like the idea of gambling. i think it's important that we can gamble each other somewhere but i don't like the idea that every saloon can just "connect" with a central server. there's nothing "wild west about that." Nor do I like the idea of every town having its own gambling.
I think a separate casino building on the map, maybe one per map square but that you can only get there by train and this takes the same time from every town in that square (not sure how long, that can be debated, my vote would be 1 hour). (lets also say its owned by indians)
So for your town to be able to go there you have to construct an expensive "casino train" that requires town hall level 8 or 10 or something.
That way you have to put some effort into getting there and we can be sure to be playing each other, not just a computer program.
