You pay the $300 startup plus the 80(?) energy and you get the town in the current condition it is in. If you could find one high in points it's definitely worth it compared to building a new one.

Although sometimes ghost towns are ghost for a reason ;)

Spooky. No seriously, there is no point of building them up. Just join an active town, everyone are recruiting these days.

Ghost towns are abandoned towns. When the last member of a town leaves it becomes a ghost town.

Buildings in ghost towns cannot be used anymore. The hotel and bank close down and so do the merchants.

It is possible to reawaken a ghost town. Doing this costs just as much as founding a new town. The big advantage of taking over a ghost town is that the buildings keep their old levels. When taking over a town you are shown the points that the town will have after completion.

some one was stupid he was town foundier and he left and did not appoint to town foundier and then i left it and made it a ghost town

Based on what you said, I'm going to assume that:

There were 2 members in your town. The town founder left without appointing you as founder so you couldn't really do anything. You left and since you were the last member the town became a ghost town.

Congratulations, that's how a ghost town comes to be.
