I have tried many various way's to do this quest requirement but have been unable to solve this riddle.

Go to the west connection be doing nothing and accept quest and complete quest. Then you can walk to the east and follow the same directions. be doing nothing at the quest giver. Accept and complete the quest. THis will allow you to complete the quest in the center of the map

Completely unnecessary. You can walk to Mr. Brown and be 1 minute from reaching East or West and still accept his quest.
