and I was pointing out that THIS proposal mentions nothing of a jail option, so the player would not end up in jail.

Meh, bounties good, but possibilities of abuse are still present.

EDIT:

I like this one myself Ulthor, but the angles for abuse is obvious here.

I like this one BUT as has been pointed out it is more open to abuse, so it will fall at that hurdle.

MutliAccount 'players' do not socialise, ****'em to be honest, they can't ruin our fun.
Basically- STOP USING THAT FOR EVERY SINGLE REASON NOT TO HAVE SOMETHING.

Anyway...a way to limit this could be to have it so a person cannot have a bounty from the same 'town' of people within 5-7 days, this means a player or players of one town cannot misuse this by making several people attack someone over and over.
It does mean that the players can disband and go to another town...but that would be a total waste of time, but if someone is willing enough to do that then there would be a logical reason as to why.

There should also be two bounties.
Personal Bounties
and
Commercial Bounties

Personal- Comes straight from one persons wallet.
Anyone in a town with a Mortician can make a Personal Bounty

Commercial- Comes from Town Treasury.
Only the town founder and possibly councillor can make a Commercial Bounty.

the 5-7 day rule applies for Commercial and Personal.
