Why would it have to be an upgrade it's just a clock ?

cause it could be a feature of the town hall at level 4 or 5 for example cause at the moment it just gets an upstairs... level 7 could be a flag that can be found from the fort can be put up on the pole... urm... it could go on to add features to the game to make it the best looking town!
