What jobs are you doing? Like I said fishing gives 0 experience so it doesn't matter how much you do it. The first couple of levels take a while to get. Your best bet is to do the quests. Check west stats to see what you need for each quest and allocate your stats accordingly.

I made a soldier on world 1, and from doing pretty much nothing except dueling and picking agaves, I've reached level 30 in just under 2 weeks.
I would consider that pretty fast. Dueling from an extremely low level will get you exp VERY quickly, as you can kill pretty much any class at a higher level who hasn't really specced much into dueling.
