Neither. According to Morthy, it's the chances of finding an item. If the base chance for two hours is 20% (which seems to be the case in my experience), your chance with the three items would be 20% * 1.06 = 21.2%

To be sure, "it's the chances of finding an item" as opposed to finding a product. It is the same thing then as the adventurer being 10% more likely to have an item drop. For an adventurer then, 20% * 1.1 = 22% * 1.06 (with 3 luck item set) = 23.32%. Right?
